The Excellence Fund

Please note that, for the second consecutive year, through the Excellence Fund to the Ministry of Education and Sports, Government of Albania is contributing to a fund of 150 million (one hundred and fifty million) annually for financial support for Albanian students who received excellent tëkryejnë cycle studies first, second and doctoral studies abroad at universities in the world for civil servants and state administration.
Albania via this program provides excellent support to students who are accepted into one of the best universities in the world ranking by the Times Higher Education developed "World Universities Ranking" for the last year.
Also in the framework of public administration reform and capacity building of this administration, this fund will benefit and state administration employees who will perform the master studies in one of the best universities in the order above, to following the second cycle or third study a master's program with a duration of 1 year in the following areas:


- Public policy
- Public Administration
- Economic policy
- Education Policy
- Health Policy
- Urban Planning and Urban Development
- Management of public finances
- Administrative Law / Public
- European Studies


Students will perform Bachelor and Master studies should be accepted in one of the 15 best universities.
Students will perform doctoral studies should be accepted in one of the 15 best universities, the exception is students who will perform doctoral studies in social science and economic for that fund includes 50 best universities for natural sciences and technical.
For doctoral students in the field of Philology ranking university is not required because the universities offering studies and research in this field are very limited in number.
For excellent students who will be pursuing bachelor and master, as well as a civil servant who will perform abroad MSc financial support from the Excellence Fund may be partial or complete and measures the stock will vary from one university to another according to the forecast of expenditure that will perform each university.
For doctoral students financial support will only cover living expenses.
Students and PhD students who will receive scholarships from the Fund for Excellence and to be formed in the best universities of the world have an obligation after completion of their studies to contribute to three years in Albania, while civil servants to 4 years in state administration.
